Project Management

CES uses an approach leveraging industry standards,
as well as experience, to meet the overall goal of
every project. A seasoned,
expert team will be
assembled to provide the solution and services. Our
teams use professional facilitation (IAF)
techniques, professional engineering (PE and IEEE),
and standard project management (PMI-PMP).
Our approach generally adheres to the IEEE
standards and the best practice principles for
project management using the Project Management
Institute (PMI), Project Management Body of Knowledge
(PMBOK).
In addition, we follow communication
and engineering industry standards, guidelines and
best practices. This provides a broad toolkit to
build a successful project.
As in all of our engineering evaluation and plans,
our engineering analysis will be conducted in
accordance with international reference standards
and conventions including: IEEE - Institute of
Electrical and Electronic Engineers, CCITT -
International Telegraph and Telephone Consultative
Committee and ITU – International Telecommunication
Union / EIA/ TIA, FCC / FAA, OSHA, National
Electric Code (NEC) standards and state and local
BOCA regulations and ordinances including the
following standards:
» FCC’s OET Bulletin 65 “Evaluating Compliance with
FCC Guidelines for Human Exposure to Radio frequency
Electromagnetic fields” and SHA 29 CFR 1910 and 1926
Guidelines.
» American Society for Testing and Materials (ASTM)
Standard E1527 Standard Practices for Environmental
Site Assessment: Phase I Environmental Site
Assessment Process.
» EIA/TIA standard 222-G” Structural standards for
Steel Antenna Tower and Antenna Supporting
Structures and comply with the latest BOCA codes.
» Obstruction evaluation will be in accordance with
Federal Aviation Regulation (FAR) Part 77 and the
Federal Communication Commission (FCC) Rules.
» Transmitter’s Effective isotropic Radiated Power
(EiRP) will be in accordance with FCC guidelines.
» Motorola R56 Standards.
» APCO 25 and SAFCOM standards and guidelines.

DETAILED DESCRIPTION OF SERVICES
Project management is a continuous task and
will be active for the duration of the contract.
The monitoring, scheduling, and reporting
requirements of the task will be used to facilitate
periodic reviews by the Client to ascertain CES'
conformance with the requirements of the project.
Below describes the multi segmented project
management services that are provided:
PROJECT MANAGEMENT APPROACH
Project Management is the overarching
discipline utilized for the acquisition, and
maintenance of technology covering the full range of
life cycle activities from cradle to grave. The
project management approach generally adheres to the
macro-view of software acquisition described by the
IEEE and the micro-view of best practices principles
for project management using the Project Management
Institute (PMI) Project Management Body of Knowledge
(PMBOK).
The Project Framework establishes a consistent
method for project selection, control, and
evaluation based on alignment with business goals
and objectives.
The PMBOK provides project review gates with
guidance and tools for each of the gates. A review
gate is a distinct division of effort for a
specified purpose during project delivery. Each
review gate is intended to synchronize the client’s
investment in a project based on approval of
business outcomes at a specific point during project
delivery. Completion of a review gate requires
agency head approval based on careful assessment of
whether a project is ready to proceed to the next
project delivery stage.
The review gates include:
» Business Justification – initial review
gate for selection and approval of the project
» Project Planning & Scheduling – planning for both project
management and technology-related activities and
deliverables
» Solicitation and Contracting – development and
management of technology solicitations and contracts
» Project Staging & Implementation –
development, deliverables, review and approval, and
turnover
» Project Closure & Benefits Realization – final review gate for
measurement and evaluation of all project outcomes
CES works with the client's personnel and other
identified parties to create the stakeholder list,
and identify the representatives and contacts to be
part of the project. We then conduct
stakeholder interviews in person for key
individuals, and hold a facilitated workshop for
requirements, gathering and setting priorities
according to facilitation principles and practices
from the International Association of Facilitators
(IAF).
